Application for a light industrial estate.
The report of the Head of Planning outlined the six objections received to the above proposal concerned with such matters as increased noise, wildlife, pollution and traffic. The recommendations of the Town Council were circulated, and they supported the development subject to reassurances and action/safeguards on a number of matters including noise, light pollution, hours of work, surface water drainage and preservation of trees and hedges. The proposal was to create 9,576 square metres of light industrial floorspace on land allocated for industrial development to the rear of the existing industrial units in Broadway Drive. The applicants proposed to occupy four units to the north of the site, with 183 car spaces in front of the units. To the south of the site it was proposed to create a further four units within two blocks, again with associated parking spaces for vehicles (41 per unit) and bicycles. The site was accessed off Broadway Drive.
The concerns raised by local residents related to working practices of the proposals and their physical presence. However, the Town and Country Planning (Use Classes Order) 1995 defined light industrial as a use capable of being undertaken in a residential area without detriment to the amenity of the area. The applicants currently occupied premises on the Blyth Road industrial area, and operated without noise or smell in their current premises. Of the remaining four units the end uses were not known, but again they would have to fall within the light industrial definition.
The Head of Planning recommended approval subject to conditions.
RESOLVED
That planning permission be granted to application W1058/12, subject to appropriate conditions including the operation of associated plant and equipment being restricted to the inside of the units, and that details of specialist ventilation, refrigeration and air conditioning be submitted for prior approval before being installed.
