Application for the construction of six dwellings.

The report of the Head of Planning concerned the above site on the corner of Gorleston Road and Bonds Meadow which was previously the site of a school and caretaker's lodge demolished in September 1998. The application was for a terrace of standard two-storey three-bedroom houses to be managed by Flagship Housing Association. The terrace would face onto Gorleston Road with open plan front gardens and enclosed rear gardens and communal parking for nine cars at the rear, accessed from Bonds Meadow.

Although planning permission was initially given for three pairs of semi-detached bungalows on the site, it was considered that the provision of two storey dwellings on the site would complement existing houses in terms of scale. A render finish rather than brick would be appropriate, and additional landscaping to the front and provision of low railings would also enhance the development as a whole.

Four objections had been received concerning such matters as preferring bungalows to houses, reduction in privacy, property devaluation, out of character for the area, overlooking and loss of evening sunlight. However, the new houses would not result in any direct loss of light to any immediate neighbours or loss of privacy. Financial contributions would be required towards additional play equipment on the main Bonds Meadow play area, secured by way of a Section 106 Agreement. Overall the design approach, subject to details and suitable landscaping, was considered acceptable and the Head of Planning recommended approval subject to conditions.

RESOLVED

That the Head of Planning be given delegated authority to grant planning permission to application W2531/14, subject to agreement on the final elevation treatment, landscaping and boundary treatment, and the successful completion of a Section 106 Agreement covering financial contributions towards off-site play equipment on the Bonds Meadow play area.
