V28-268 : W4186/9 - CATTLE BREEDING CENTRE, RINGSFIELD ROAD, BECCLES

Application for change of use of office to residential.

The report of the Head of Planning outlined a proposal for the change of use of the above office attached to the former milk marketing board site to a two bedroom dwelling. The site was located on the Ringsfield Road on the south western outskirts of Beccles and comprised a post-war single storey red brick building with a black clay pantiled roof. The building was physically attached to the large, agricultural style portal frame buildings at the rear which were also in the ownership of the applicant.

The site had two entrances from the Ringsfield Road, and it was proposed that the application site be accessed by the more southerly entrance, with the northern entrance serving the commercial/light industrial use carried out on the buildings and land to the rear. A new hedge was to be planted along the boundary of the northern driveway to separate the two sites. Few physical alterations were proposed, and there was a modern, flat roofed triple garage included within the application site. There were no objections to the application, which would not adversely impact on neighbouring properties.

The issue was therefore a policy one. The proposal failed to satisfy the requirements of Policy H7 regarding development which consolidated built up areas and would extend residential development into open countryside. Policy V3 allowed for infill of small gaps in otherwise built up frontages, which this was not as the building line in the vicinity was varied. Policy V6 dealt with the conversion of redundant rural buildings when they had either architectural or landscape merit, which this did not. The application was therefore contrary to policy and the Head of Planning recommended refusal.

Members concurred with this view, but asked that officers continue negotiations with the applicant regarding other possible uses of the site.

RESOLVED

That planning permission be refused to application W4186/9.
