Outline Application for the construction of two bungalows.
The above applications were considered together as they related to adjoining sites forming a single scheme.
The report of the Head of Planning reminded members that the above applications had been deferred at the last meeting of the Panel for receipt of the recommendations of the Highway Authority. The site of the Watch House PH was elevated above the level of the marshes to the north, which fell within the Broads Authority area. Application W15028/4 proposed to demolish all of the recent additions to the Watch House PH and convert it into a four bedroomed house. A building plot for a bungalow would be created to the north, on the land currently occupied by the pub function room. Four more bungalows would be built on the site of the existing car park.
Application W15028/5 referred to adjoining land to the south-west which would provide two building plots for bungalows. A four metre wide belt of planting would separate the plots from the kiosk of the adjoining petrol station.
An indicative layout accompanied application W15028/4 which showed a disappointingly suburban row of over-sized bungalows with individual accesses to each plot. The Highway Authority raised no objection provided turning areas were included, and required further details of drainage. Anglian Water advised that an alternative method of effluent disposal would be necessary. The Environment Agency objected to Plot 1 due to the possibility of flooding and this would need to be overcome by raising the floor level of living accommodation. The Broads Authority required high standards of design, materials and landscaping. The Town Council recommended approval of application W15028/4 for four bungalows, and approval of W15028/5 subject to adequate screening from the petrol station. The Head of Planning advised that as these were outline applications there was no need for detailed design at this stage, however the site was adjacent to a special landscape area and the Broads Authority area, which required high standards of design. The indicative layout plan for application W15028/4 did not, however, give a convincing case for five bungalows and appeared cramped. The Head of Planning recommended approval in principle subject to the recommendations of the Broads Authority, Highway Authority and Environment Agency, with further consideration being given to the number of bungalows which could be accommodated on this restricted site.
Regarding application W15028/5, a clear visual improvement would result from the replacement of the workshop building and its external storage and parking. There was adequate space between the site and the petrol station to establish a belt of evergreen planting to screen any lights. However, redevelopment should only take place if the employment potential of the site was replaced elsewhere in the locality. In this case the workshop owner was in active negotiations on two local sites with the aim of expanding his business. The Head of Planning recommended approval subject to a Section 106 Agreement preventing redevelopment until a replacement employment site had been provided locally. While members were happy with the principle of the applications, they wished to be sure that an attractive scheme could be designed for the site before approving them. RESOLVED
That consideration of applications W15028/4 and W15028/5 be deferred for receipt of a detailed scheme either incorporating fewer bungalows, or showing that the originally requested number of bungalows can comfortably be accommodated on the site
