V28-254 : W622/1 - 11 BROOKWOOD CLOSE, WORLINGHAM

Application for two storey side extension and erection of boundary fence.

The report of the Head of Planning advised that the boundary fence element of the above application was permitted development, and members only needed to consider the extension, to which one objection had been received concerned with overlooking and proximity to the electricity sub-station, and another concerned with over dominance and loss of light. The Parish Council recommended refusal.

The proposed extension would fill the gap which currently existed between the flat roofed garage and the house, and a second floor would be built over all of this area forming two additional bedrooms. The property occupied a corner plot which was quite generous, and because the area at ground level which would be built over was quite small this extension could be accommodated without any detriment to the site itself.
The extension would not impact adversely on the amenities of properties within Brookwood Close, and was acceptable in design terms. Eastern Electricity had no objection to the extension being built right up to the sub station site. There was concern, however, over the likely impact of the extension on properties in Mirbecks close which backed onto the site. The additional bedroom windows would add to the level of overlooking which already existed between the sites, and an amended design had been negotiated which moved one window to the gable end, and the other was a bathroom and would be obscure glazed. The privacy issue had therefore been reduced, and the loss of light and outlook would not be sufficient to justify refusal. The Head of Planning recommended approval.

RESOLVED

That planning permission be granted to application W622/1.
