Application for replacement uPVC windows and re-tiling of roof.
The report of the Head of Planning outlined an application for uPVC replacement windows to an office building located on a prominent corner on Victoria Terrace and Parade Road South. The principle of using uPVC windows on the building was considered acceptable, but the design should reflect the Victorian vertical sliding sash style of window which was prominent within the South Lowestoft Conservation Area. The applicant, however, preferred top hung casement windows which did not reflect traditional design. The building scored eight out of a possible nine on the Council's points scoring system which took account of building prominence, road prominence and features of the building. The existing north elevation featured round headed original sash windows, and again the applicant wished to replace these windows with uPVC. This would not be an acceptable material for these unique windows, timber sash would be preferred. The applicant argued that as the existing windows had been in place for 40 years it should not be necessary to replace them with original style windows. Also, if the original style windows proved too expensive they may consider moving premises as an alternative to replacing the windows, affecting 16 jobs.
The Head of Planning considered that the planning authority had a duty to enhance and restore the character of such buildings where possible, and the proposed replacement windows were considered detrimental to the conservation area and as such could not be recommended. The Head of Planning recommended refusal.

That planning permission be refused to application W6803/2.
