Application for listed building consent for conversion of two barns to residential. The report of the Head of Planning set out an application to convert two existing barns and outbuildings to residential on the Henham Estate. The buildings, which were accessed off an existing unmade track from Kings Lane, were located in close proximity to Valley Farm House, a Grade II Listed Building consisting of two cottages. The access also served one other residential property. One of the barns and outbuildings was of brick with a mixture of thatch and pantile roof covering, the other barn was oak framed with a corrugated roof. The main body of both barns would be open to the roof. Both would have amenity area and garaging, although the timber framed barn was in close proximity to the livestock buildings which were not in use but were capable of being used. These should be demolished. The Parish Council recommended refusal due to the change of use, precedent for further development, lack of storage system and too much traffic on a narrow road. One neighbour was concerned over additional noise and traffic, impact on wildlife and the principle of conversion for residential use.
The Head of Planning recommended approval subject to removal of permitted development rights, details of walling and removal of the livestock buildings in close proximity to the site. RESOLVED
That Listed Building Consent be granted to application W15415/4, subject to removal of permitted development rights, details of walling and removal of the livestock buildings in close proximity to the site.
