Application for construction of three bungalows.
The report of the Head of Planning reminded members that this application had been deferred at the last meeting of the Panel for receipt of the Town Council's recommendations. These had now been received, and the Town Council recommended refusal due to loss of parking and turning space. Garden Close was a small Council housing estate concealed behind larger privately owned houses which fronted the Beccles to Bungay Road. The garage court was located at the eastern end of the close. There were 28 garages, eight of which were currently let. The condition of the existing garage buildings was poor. The proposal was to redevelop the wider southern part of the site by building a small terrace of three housing association bungalows. The remainder of the site would provide four parking spaces in association with the bungalows, leaving two blocks of four garages and the electricity substation as existing.
In principle the scheme accorded with the Local Plan. The proposed bungalows were pleasantly designed, and revised layout plans had been received which maximised use of the available space and overcame concerns raised by nearby residents and the Town Council over provision for parking and turning of vehicles. The neighbour suggested a condition should insist on a replacement boundary wall to replace the garages which had backed onto the boundary, and subject to this the Head of Planning recommended approval of the amended plans.
RESOLVED
That planning permission be granted to application W17600, subject to conditions relating to the layout of parking/manoeuvring area and provision of secure boundary treatment.
