Application for construction of two dwellings.
The report of the Head of Planning concerned the above application for the construction of two three-bedroomed dwellings on land adjoining Ash Farm in St Cross South Elmham. The application site fronted Capps Lane and was approximately 100 metres south-west of Grace Farmhouse at Ash Farm and 150 metres north-east of Chestnuts farm on St James Road.
The farm had an unusually high labour requirement and passed the "commercial test" by demonstrating that enough income was raised to support the labour on the holding. The need for one additional agricultural dwelling had been demonstrated, but the requirement for a second new dwelling was not proven and would depend upon expansion of the business. The Head of Planning also felt that the proposed siting on Capps Lane represented an undesirable extension of development into the open countryside. He would consider an alternative proposal for a new dwelling on a suitable site, well related to the existing buildings on St James Road, but recommended refusal of the present application. Before commencement of the debate Councillor Rose declared having had conversations with the applicant, and produced a site plan defining the application area which he distributed to members.
RESOLVED
That planning permission be refused to application W17583.
