Application for change of use from scout headquarters to pre-school nursery.

The report of the Head of Planning outlined the above proposal for change of use, and advised that the unit in question was located to the rear of the premises adjacent to a shared car parking area. A large area of open unused land to the side of the car park could accommodate a play area. In planning terms the premises could easily be used as a nursery, although there was potential conflict in terms of mixing industrial traffic with parents bringing children to the nursery, although nursery traffic was likely to occur outside the rush hour period. The Director of Community Services raised no objection.

Social Services were happy with the proposal, even in this industrial location, provided safe outside space could be provided with no vehicle movements. The application could only be considered acceptable if a fenced play area could be incorporated within the proposal, and the Head of Planning recommended approval subject to detail of the play area being acceptable.

RESOLVED

That the Head of Planning be given delegated authority to grant planning permission to application W561/47, subject to details of the outside play area being acceptable.
