Application to construct 14 retirement dwellings, garages and associated accesses.

The report of the Head of Planning reminded members that a site visit had recently been held at the above location as members had expressed concern over the proposed accesses from Covert Road and gradients of the site. A petition and nine other letters of objection had been received to the application concerned with the two new vehicular accesses onto Covert Road. The site had planning permission for 21 retirement dwellings, all accessed off the existing access into the site from Lowestoft Road, but the present application omitted seven dwellings, increased garage provision and created two new entrances onto Covert Road.

The revised layout was considered to be a less intensive use of the site. The Highway Authority had recommended several conditions including gradient levels no steeper than 1 in 20 for the first five metres as measured from the nearest edge of the carriageway, a means of preventing discharge of surface water from the development onto the highway, and that before the development was occupied the frontage to the site should be battened back at a slope not steeper than 1 in 2 from the back edge of the footway. The Head of Planning recommended approval subject to the Highway Authority's recommendations and removal of permitted development rights.

Before commencement of the debate, all Councillors declared receipt of correspondence on the application.

Members were concerned with the proposed accesses onto Covert Road, and although the scheme was less dense than that previously approved, were minded to refuse the application.

RESOLVED

That planning permission be refused to application W13215/9.
