V28-226 : W15028/4 - THE WATCH HOUSE PH, BECCLES ROAD, BUNGAY
Outline application for five bungalows and conversion of existing public house into single dwelling house.
W15028/5 - LAND ADJACENT TO THE WATCH HOUSE PH, BECCLES ROAD, BUNGAY
Outline application for the construction of two bungalows.
The above applications were considered together as they were linked.
The report of the Head of Planning advised that the applications were a resubmission of a scheme which had previously been rejected as piecemeal development. Both landowners of the site had now come together and produced a comprehensive scheme. The new extensions to the public house would be demolished and the pub converted to a four bedroom house. A bungalow would be built in the location of the demolished extensions. A row of five bungalows would then be built along the road frontage which had been the car park, with the demolition of the vehicle repair workshop. A four metre wide belt of planting would separate the furthermost bungalow from the kiosk of the adjacent petrol station. These applications were for outline permission, and the Head of Planning hoped that a better layout and design would be provided when the detailed application was received. Regarding application W15028/5, the owner of the workshop was in negotiation on two local sites with the aim of expanding his business. The Head of Planning recommended approval of application W15028/4 subject to the recommendations of the Broads Authority, Highway Authority and Environment Agency which had not yet been received, and approval of application W15028/4 subject to the completion of a Section 106 Agreement preventing redevelopment until a replacement employment site had been provided locally, and the recommendations of the Broads Authority, Highway Authority and Environment Agency. Members, however, wished to hear the views of, in particular, the Highway Authority, and were minded to defer the applications.
RESOLVED
That consideration of applications W15028/4 and W15028/5 be deferred for receipt of the recommendations of the Highway Authority.
