Application for construction of medical centre, including research rooms & retail pharmacy

The report of the Head of Planning outlined an application for which outline permission had been granted in August 1999 by the Secretary of State following a Public Inquiry. The Inquiry established that public access to the site should be gained from St John's Road, with staff and ambulance access off Old Grammar Lane, that a childrens' play area should be retained on the site and incorporated into the scheme, and that outside published surgery hours the car parks should be available for use by the general public.

The scale of the proposed medical centre had continued to increase, anticipating future expansion needs, incorporating research and community health facilities and including a retail pharmacy. The orientation of the proposed cruciform shaped building had been dictated by the desire to avoid south facing consulting rooms. The placing of the 42 metres axis on the original submission gave concern for the future of the avenue of lime trees which ran across the middle of the former playing field and formed the southern boundary of the site. The building had therefore been re-sited to give a 10 metre clearance from the line of trees, but this meant the building would extend to within 1.5 metres of the northern boundary with Adele House.
Vehicular access would be either a spur off the existing entrance into Adele House, the option preferred by the Highway Authority, or directly onto the main road in the north east corner of the site. Patient parking provision was acceptable. An area in the north west corner would be laid out and equipped as a childrens' play area. The design of the building was a little bland, and the choice of good quality soft red bricks and clay pantiles would be important. It would also be preferable to recess the windows and include sills to provide a more attractive building.

The proposed pharmacy would be in addition to the dispensary, and could well affect the existing pharmacy in the Town Centre. The Head of Planning recommended approval subject to landscaping and play area details being acceptable. Members concurred with that view, but also wished a barrier to be added to the employee car park to prevent the public using it.

RESOLVED

That planning permission be granted to application W796/26, subject to details of landscaping and play area being acceptable, recessing of windows and provision of window sills, and a barrier being provided to the employee car park.
