V28-219 : WINDSOR HOUSE, KIRKLEY CLIFF ROAD, LOWESTOFT

UNAUTHORISED DEMOLITION OF PART OF A LISTED BUILDING

The report of the Head of Planning concerned the above Grade II listed building which, as part of recent refurbishment works, had had its iron balcony removed. No application had been received for this work.

However, this removal formed part of grant assisted work under the Lowestoft Image Enhancement Scheme which should have led to the complete renovation of all the railings. These works had stopped, however, owing to the company owning the property having been put into receivership, and the appointed receiver did not consider it his duty to continue the works.

To ensure the listed building was restored to its former condition, the service of an Enforcement Notice on the current owners was recommended, and this would ensure any subsequent purchaser of the property would be aware of the requirement to effect full reinstatement.

RESOLVED

That the Chief Executive be authorised to issue a Listed Building Enforcement Notice at Windsor House, Kirkley Cliff, and to take all pursuant action in respect of securing the reinstatement of the balcony railings.
