The report of the Head of Planning reminded members that the Development Control Committee of 19 April 2000 had considered several reserved matters of the above application, including giving delegated approval for the introduction of an inner and outer ring of Leylandii to form a fast growing screen whilst indigenous landscaping alongside was given adequate time to become established, to help conceal the new development. The applicant's landscape consultants had indicated their reluctance to follow up this suggestion, but had offered an alternative landscaping scheme instead. The Head of Planning found these alternative suggestions to be acceptable, and should form the basis of a further reconsultation exercise. He recommended that the landscaping proposals for the application be modified in line with his report, excluding any reference to leylandii conifers. Members, however, were of the view that leylandii hedging would shield the buildings in quite a short time, whereas native trees would not. They were therefore minded to confirm their original recommendation that an internal ring of leylandii hedging form the basis of the planting scheme, with native species outside it. When these were fully grown, the leylandii could be removed. Officers would consult on that basis, and bring the results to the Panel in due course.
RESOLVED
That the landscaping proposals for application W17309/1 not be modified, and that reference to leylandii conifers remain and consultation take place on that basis. (Councillor Leverett declared an interest in the above item and left the room during the debate).
