Application for single storey rear extension.
The report of the Head of Planning was considered as a matter of urgency, under the statutory provision accorded to the Chairman, as it had been the subject of a site visit following the last meeting of the Panel and had been omitted from the agenda by mistake. The above semi-detached bungalow was set well back from the road frontage and the dwelling had a flat roofed kitchen/diner extension to the rear matching the immediate neighbour, who objected to the proposal on grounds of loss of light due to the height of the proposed extension.
It was proposed to erect a further extension providing an area for a new lounge, and the new and existing extension would have a pitched roof hipped at the rear. The new extension was set one metre in from the neighbour's boundary to the west, and as such was not considered to have a severe impact on the neighbour's amenity, particularly as the roof was hipped. The applicant also proposed to create living space within the roof. To accommodate this space it was proposed to remove the existing hipped roof to the bungalow and replace it with a gable ended roof. Again there was little neighbour impact, only in terms of the street scene, and this would be acceptable if finished in matching materials. The proposed additions represented a considerable extension to the property as originally built. However, the impact was considered minor in terms of the street scene and effects on neighbour amenity, and on balance was considered acceptable. The Head of Planning recommended approval.
Members, however, felt that the proposals would have an unacceptable impact on the neighbour to the west, and were minded to refuse the application.
RESOLVED
That planning permission be refused to application W17541.
