Application for siting of temporary portacabin.

The report of the Head of Planning advised that this application was to place a second temporary portacabin on the site of the above Doctors Surgery for use as a consulting room. Temporary permission was given in February of this year for one portacabin for an 18 month period. This portacabin was now in place and occupied part of a grassed area on the south side of the main building.

As the site was within the Conservation Area the use of portacabins was far from ideal, particularly when they were prominent and could be viewed by the general public. It was felt, however, that an exception could be made in this case as the permission was for only a relatively short period while the issues surrounding the alternative site for the new doctors surgery were being resolved.

The most appropriate location visually for the portacabin would be behind the existing one. However, as this would result in loss of parking spaces the applicants wished to site the new portacabin to the north east corner of the site where it would be quite prominent, particularly from Wingfield Street, where it would occupy an elevated position. This site was unacceptable, and would result in two portacabins being visually prominent within the Conservation Area. The Head of Planning recommended refusal, with delegated authority to approve the acceptable siting.

RESOLVED

That planning permission be refused to application W5326/6, and that the Head of Planning be given delegated authority to grant planning permission to an amended application for siting of the new portacabin immediately behind the existing one.
