Application for change of use of shop and stock room to residential.
The report of the Head of Planning outlined a proposal to convert a large, flat roofed, single storey side and rear extension, which until relatively recently housed the village shop and post office, into residential accommodation. External physical alterations were minor, and were considered acceptable as the site was well screened from adjacent properties and did not give rise to adverse neighbour impact.
The main issue with this application was that Policy CF4 of the Local Plan dealt with the provision of community facilities and stated that local shops etc were valuable social facilities within local communities and such facilities should be retained or replaced where affected by development proposals.
The Head of Planning felt the applicant had not sufficiently demonstrated that he had marketed the premises as a shop/post office with or without the attached property, and recommended that the application be deferred for this to be investigated. Members agreed that they would not like to lose the facility until it had been proven that it was no longer viable. They also wanted the Parish Council to be informed of this decision. RESOLVED
That consideration of application W15291/6 be deferred for investigation of any marketing of the premises as a shop/post office.
