V28-206 : W13856/4 AND /5 - EELS FOOT, WHEELBARROW LANE, ST NICHOLAS SOUTH ELM

Application for full planning permission and Listed Building Consent for demolition of existing single storey extension and front entrance porch, and construction of new single storey extension and porch, construction of replacement garage and internal alterations.

The report of the Head of Planning reminded members that the above application was deferred at the last meeting of the Panel to enable the applicant to have revised plans prepared for consideration.

The scheme as originally submitted included a substantial single storey extension, replacing an existing small and poorly constructed conservatory. Together with an existing two storey extension, the proposed new addition would have nearly doubled the size of the footprint of the original building, and would have amounted to an unacceptable increase on an existing dwelling in the countryside as defined in the Local Plan.

Revised plans had now been submitted which addressed the planning objection by redesigning the extension in a reduced and simplified form, omitting the proposed spa room and providing a small glazed lobby to link the new extension and the existing outbuilding. The design of the proposed extension and materials to be used were attractive and in keeping with the character and appearance of the Listed Building. Although still an appreciable increase in the size of the building, the scheme was acceptable and the Head of Planning recommended approval.

Before commencement of the debate, Councillor Rose declared that he had spoken to the applicants.

RESOLVED

That planning permission and listed building consent be granted to applications W13856/4 and W13856/5 respectively.
