V28-203 : W17612 - SEAWALL BELOW WARNERS HOLIDAY CENTRE, CORTON

Application for sea wall repairs.

The report of the Head of Planning advised that during a storm surge accompanied by gale force north easterly winds in April of this year a section of the above reinforced concrete sea wall had collapsed. This also caused further lowering of already low beach levels in front of the wall's protective steel piled toe and as a result fill beneath and behind the wall was lost. A void now existed behind the piling over a length of 35 metres.

The application had been submitted with an Environmental Statement and detailed the options available. The proposed works sought to stabilise with rock armour the displaced steel piling in its current positions and fill the void behind using a combination of armour and smaller size rock/concrete. The extent of the visible rock would vary with changes in beach level.
These works would seek to arrest and possibly reverse the current erosion trend. The rock armour would be in the form of a revetment which would interrupt the passage of incoming waves, causing them to break further from the seawall.

The area of wall was within 30 to 40 metres of the Geological SSSI at Corton Cliff. English Nature had been consulted and confirmed the works would have little impact to this SSSI. At present this area of beach had limited amenity value due to pedestrian access difficulties exacerbated by the recent seawall collapses and the extensive derelict concrete structures resulting in significant underwater obstructions preventing bathing. It was therefore considered that the proposed impact of the rock revetments, which would alter the appearance of this part of the beach, would not have an adverse impact and were considered vital works to arrest the current erosion trend. The Head of Planning recommended approval.

RESOLVED

That for the purposes of paragraph 4(5) of the Town and Country Planning General Regulations 1976 deemed planning permission be granted to application W17612.
