Application for change of use to temporary storage of heritage boat collection

The report of the Head of Planning advised that given the long-running negotiations on the South Quay Development, which would include the transfer of the International Sailing Craft Association collection from its temporary home at Caldecott Road, Oulton Broad, where the lease was soon to expire to a permanent new museum on South Quay, there was a need for another temporary storage period. The proposal was for storage only, not for public viewing as well.

The buildings involved were the remains of the former Mortons food factory. They were solid Victorian structures with typically good internal and external character, and would actually make an appropriate permanent home for ISCA and other maritime heritage items, were it not for the developer's more major plans for the area, which involved their demolition. The owner would give a six month lease to the applicant.

The temporary application seemed reasonable in the circumstances and would help to keep this unique collection in the town, as it was potentially a valuable tourist attraction and would greatly help to add interest and vitality to a waterside development long-term. A strategy for moving the boats from Oulton Broad during, say, the early hours only, needed to be agreed with the Highway Authority. A one year approval would not prejudice the Relief Road scheme and could be extended as necessary thereafter, if the South Quay development ideas had still not taken final shape. The Head of Planning recommended approval for one year only, subject to no public access for viewing and to agreement with the Highway Authority on how and when to transport the boats to the site.

RESOLVED

That planning permission be granted to application W14752/6, temporary for one year, subject to no public access for viewing and to agreement with the Highway Authority on how and when to transport the boats to the site.
