V28-201 : W17600 - FORMER GARAGE COURT, GARDEN CLOSE, BUNGAY

Application for construction of three bungalows.

The report of the Head of Planning set out the objections to the above application, the site of which was a small council housing estate owned by the Council. The garage court was located at the eastern end of the close, and there were 28 garages, of which eight were currently let to residents. The condition of these was poor. The main concern of the objections was that the loss of 20 garages would lead to increased parking problems in the road. However, only eight of the garages were currently used, and there were two other groups of garages in Garden Close.

The proposal was to redevelop the wider southern part of the site by building a small terrace of three housing association bungalows. The remainder of the site would provide four parking spaces in association with the bungalows, leaving two blocks of four garages and the electricity substation as existing. The proposed bungalows were simple but pleasantly designed and the scheme would appear to meet the requirements of the Waveney Local Plan's adopted policies on housing. The Highway Authority would require a screen wall or fencing to the footpath to the side of two of the parking spaces, increasing their width to three metres.

Concerns over safety and security could be met by providing secure boundary fences around the site and ensuring that public spaces and footpaths were adequately lit and visually open. The Head of Planning recommended approval. However, members wished to defer the application pending receipt of the views of the Town Council.

RESOLVED

That consideration of application W17600 be deferred for receipt of the Town Council's recommendations.
