V28-200 : W11046/21 - LAND OFF LONDON ROAD, BECCLES

Application for construction of four bungalows and resiting/alterations to Plot 57.

The report of the Head of Planning advised that the above application was the southern extension to a half completed residential estate which would require the repositioning of one detached unit in order to obtain a shared surface vehicular/pedestrian access to serve this relocated plot and four other detached bungalows. The site was presently a fallow field sandwiched between the curtilage of a veterinary surgery to the west, a railway line to the east and an open field to the south.

As the scheme extended beyond the limits of the identified housing allocation but was of limited scale it amounted to a minor departure from the Local Plan. However, given the limited scale of development in an unobtrusive location it was considered not to offend Local Plan Policy. The layout was in keeping with the previously approved development in terms of design and negligible impact when viewed from the South.

Off site facilities for children were required by the Director of Community Services, but as on site provision had already been accommodated, in lieu of this certain improvements to the on-site open space serving the overall development may be required, eg ornamental railings to deter dogs from defecating on the grassed area which ran parallel with the public right of way that traversed the overall site between Kemps Lane and London Road. The Head of Planning recommended that he be given delegated authority to grant approval, subject to conditions and a Section 106 Agreement covering off-site facilities for children and improvements to the open space.

RESOLVED

That the Head of Planning be given delegated authority to grant planning permission to application W11046/21, subject to the imposition of appropriate conditions and the successful completion of a Section 106 Agreement covering financial contributions towards off site facilities for children and, if necessary, improvements to the open space serving the overall development site.
