V28-2 : ELECTION OF CHAIRMAN

Councillor Hunter proposed the nomination of Councillor R. Carter, which was duly seconded. On being put, it was

RESOLVED

That Councillor R. Carter be elected Chairman of the Council to hold office until the Annual Meeting in 2001.

Councillor R. Carter made a declaration of acceptance of office as Chairman.

Councillor R. Carter, in accepting the Chairmanship of the Council, thanked Councillors for giving her the honour of the position of Chairman of Waveney District Council. She reminded Councillors that they were at the start of a new style of Council which she hoped would be more open and bring the Council closer to the people. Councillor R. Carter reflected on her Chairmanship of Health and Housing and how she had seen tenant associations grow and how eager they were to take part. She hoped that this would continue and grow into other aspects of the Council's work.

Councillor R. Carter informed Council that many people had helped her as a Councillor over the years, but she hoped she would be forgiven for just mentioning two. The first was the previous Director of Housing and Environmental Services, Mr. Johnstone, whom she felt mellowed as the time of his service with the Council went by. The second was the present Director of Housing and Environmental Services, Mr. Bracey, for the caring and honest way he had led the Department. Councillor R. Carter at this point turned and personally thanked Mr. Bracey.

Councillor R. Carter then announced to Council that there would be no more drinks served in the Chairman's Room after full Council as she intended to invite members of the public into the Chairman's Room for morning coffee or afternoon tea. This would mean that more people would become aware of the wonderful things that the Council had been given over the years. She asked if any Councillors who knew of any groups that she could invite to the Town Hall could inform her accordingly.

Turning to her family, Councillor R. Carter informed members that she felt Trevor and herself were very lucky to have a loving family to support them. Her son, Martin, and two granddaughters were in the Chamber for this special occasion. She thanked them for the love and care they had given Trevor and herself through the years.

In concluding Councillor R. Carter hoped that she would be a firm but fair Chairman throughout the year.
