Application for change of use to artists studios and fine art bronze casting business and renewal of permission to site a temporary home.

The report of the Head of Planning advised that the above converted farm buildings had been in commercial use since the late 1980s, but that the last garage had now left the site and it had been vacant for some time. Although the proposed use as an artists studio and for a bronze casting business did not strictly accord with Local Plan policy, the site had a well established commercial use which predated the Local Plan.

Policy E4 of the Local Plan supported diversification of the rural economy provided certain criteria were adhered to, which they would be in this case. Past experience had shown that the previous use of the site as a garage was far from ideal, and compared to past circumstances the proposal would represent only a very low key use of the site. Most of the work would be carried out inside the buildings, although the applicant had indicated that in the future he would like to display some of his work on the surrounding land. In addition it would generate very little traffic consisting of clients, one light goods vehicle visiting the site once a week and two HGVs twice a month.

Regarding the residential mobile home on the site, there was a policy argument against this element of the application as Policy H19 presumed against planning permission being granted for temporary residential mobile homes or caravans where planning permission for a permanent dwelling would not normally be granted. It had been accepted in the past, however, that there was a genuine security problem associated with this site because of its isolated nature and past Development Control Committees had been sympathetic to this situation.

The Head of Planning therefore recommended approval with temporary consent for three years being given for a residential mobile home, the siting of which to be agreed with officers. Members concurred with this view, but wished the permission to be personal to the applicant.

RESOLVED

That planning permission be granted to application W13892/5, personal to the applicant, including temporary consent for three years for a residential mobile home, subject to the siting of the mobile home being to the satisfaction of the Head of Planning.
