V28-193 : W2528/12 - THE RIVERSIDE MALTINGS, RIVER LANE, HALESWORTH

Application for change of use to residential and construct new sports and leisure building.

The report of the Head of Planning set out an application to convert the existing maltings building into eight dwellings vertically, effectively creating a terrace of three bedroom dwellings plus use of the roof space and the creation of a four bedroom single storey dwelling attached to the southern gable. Associated with the dwellings were 19 car parking spaces. The properties would be separated by a courtyard parking area from the new leisure building which would be located to the rear of the site.

The leisure building, which was also accessed off River Lane, would be designed to reflect the architectural features found in the existing maltings building. The total floor space over the two floors was 290 square metres and would incorporate a squash court, two gyms and exercise/dance studio, changing facilities, club lounge and gallery area. Around the building was parking for 11 cars. The existing trees on the site would be retained. The immediate neighbour objected on grounds of overlooking and noise. There may be some overlooking, but the boundary was well screened and changes at first floor would reduce the problem.

The current maltings buildings were in a poor state of repair and needed fairly substantial funding to carry out remedial action. The existing facilities, namely two squash courts, were used by 67 members. The proposal, subject to minor alterations, to details, retained the essential character of the maltings building whilst ensuring that it would be retained for a practical longer term use. The application was in accordance with members' instructions from 1991 in seeking to retain all indoor leisure facilities on the site whilst supporting renovation of the building.

The principle of the proposal was supported by Policy and the Highway Authority had no objection subject to widening of the access to 4.8 metres. The Head of Planning recommended approval subject to the recommendation of the Highway Authority, removal of permitted development rights, retention of trees and minor alterations to the details and a legal agreement to secure the provision of the sport facility.

RESOLVED

1. That the Head of Planning be given delegated authority to grant planning permission to application W2528/12, subject to widening of the access to 4.8 metres, retention of trees, minor alterations of details, removal of permitted development rights and the completion of a Section 106 Agreement to secure the provision of the Sports facility before conversion of the maltings.

2. That the Head of Planning be given delegated authority to negotiate the layout of the sports facility.
