V28-192 : W17413/1 - LAND ADJACENT TO 62 BORROW ROAD, LOWESTOFT
Application for construction of detached bungalow - approval of reserved matters W17413. The report of the Head of Planning advised that two letters of objection had been received to the above application expressing concerns about size of bungalow, proximity to boundary, height of roof and additional disturbance. There were no adverse highway comments. Outline planning permission was granted in January 2000, and a site visit had recently taken place,
The application site was the large side garden of 62 Borrow Road, and was particularly well screened from existing neighbours with four metre high hedges. The footprint of the bungalow was considerably larger than shown on the outline application plan, however, this was a large plot and the site was well screened. The accommodation incorporated the potential to create an annexe within the floorspace of the bungalow itself and was an important design aspect for the applicant who had a family member who was likely to need this facility in the future. Full wheelchair access throughout the house had been accommodated. A fourth bedroom and additional bathroom had been accommodated in the roofspace using velux roof lights and obscure glazed windows in both gable ends. The total height of the roof would be 5.6 metres, which was not considered unduly out of scale and character in the immediate area.
The overall design was acceptable on this plot, and there would be a depth of five metres to either side boundary and nine metres to the nearest point of the hedge at the front. The Head of Planning therefore considered that there would be little impact on the immediate neighbours, and recommended approval.
RESOLVED
That planning permission be granted to application W17413/1.
