Application for erection of 1.65 metre closeboard fence.

The report of the Head of Planning outlined a retrospective application for a 1.65 metre timber and concrete post boundary fence. The property consisted of a detached dwelling set on a large corner plot very prominent in the street scene, being one of the first properties seen on entering Black Street. The 1.65 metre fence was well built but was somewhat stark and rather at odds with the rural location. Retention of the fence would only be acceptable if, as the Parish Council suggested, it could be `disguised' with planting. To retain the fence in its present form was therefore considered unacceptable, and the Head of Planning recommended refusal with authorisation to take Enforcement Action.

Before commencement of the debate Councillor Rose declared that he had received a letter and updated picture of the fence from the applicant, through Councillor Sale. The photograph was circulated to the Panel, and showed the planting beginning to take shape, and the letter stated the applicant would be willing to paint the fence any colour the Panel chose.

It was yet to be determined whether the verge formed part of the highway or was under the applicant's ownership. Members felt that if full planting of the verge was allowed it should screen the fence nicely. Members therefore wished to defer the application for investigation of the ownership of the verge.

RESOLVED

That consideration of application W11060/2 be deferred for investigation of the ownership of the grass verge fronting the fence.
