Outline Application to construct an agricultural workers dwelling.

The report of the Head of Planning set out an application to construct an agricultural dwelling in Back Lane, Lound which had been supported with a report prepared by ADAS. The site was outside the development limits of Lound and therefore needed to be considered in accordance with Policy V5 of the Waveney Local Plan which stated that housing in the open countryside would not be permitted unless it could be shown to be essential for an agricultural or forestry worker to live at or close to a workplace. A site visit had recently taken place.

The neighbour objected due to the principle plus loss of outlook and privacy, but the Head of Planning felt the proposed location of the dwelling on Back Lane, sited between the main farm buildings and two existing bungalows was appropriate and would allow for a modest dwelling to be erected.

The unit and the agricultural activity had been established for at least three years, and the labour requirements were increasing. The Head of Planning therefore considered that the function test for an agricultural dwelling was satisfied and there was a need for a farmers dwelling adjacent to the main farm buildings. He recommended approval subject to conditions restricting the dwelling to agricultural occupancy only and for a single storey dwelling.

RESOLVED

That planning permission be granted to application W7890/2, for a single storey dwelling, subject to an agricultural occupancy condition.
