Application for change of use from MOD. Radar Station to residential use and construction of detached garage.
The report of the Head of Planning outlined an application for the change of use of the officer mess building at the above site to provide a two bedroom bungalow, and the erection of a double garage. The applicants also proposed to retain the four storage buildings for ancillary use, including the provision of an aviary. Extensive planting was also proposed around the perimeter fence including the removal of the barbed wire, and the applicants had indicated that they would reduce the height of the chain link fence once the hedge was established.
The development of this site including the change of use would be contrary to policy as it would result in new development in the Strategic Gap area. Ideally the site would be returned to agriculture use, but in reality with the constraints of the site this would not be viable to any new owner. The building on the site had the appearance of a small bungalow, and there would be no external alterations and only a few internal alterations required to make the conversion.
The removal of the perimeter barbed wire and the additional planting proposed would help enhance the appearance of this site, and the Head of Planning felt that a low key residential use, with removal of storage buildings, erection of modest garage, containment of curtilage, together with the other environmental enhancements to the site could in this instance outweigh the policy objection. He recommended approval subject to conditions. Members concurred with the recommendation, but felt that a double garage should be allowed. They also felt the applicant should be allowed one or two storage buildings on the site to provide his aviary, and wished to delegate approval of this to the Head of Planning. RESOLVED
1. That planning permission be granted to application W4215/4, subject to containment of curtilage, improved landscaping and removal of barbed wire and eventual reduction in fence height, removal of permitted development rights and removal of storage buildings. 2. That the Head of Planning be given delegated authority to approve one or two buildings on the site to provide an aviary
