ROAD TO A12 BASCULE BRIDGE, LOWESTOFT
Application to construct South Lowestoft Relief Road and on-line improvements, drainage, mitigation and traffic management measures.
The report of the Head of Planning set out the history of the above application, which went back decades. The application now before members for recommendation to Suffolk County Council as Highway Authority was in detailed form and accompanied by an Environmental Statement. The report set out the policy context for the road, details of the proposal itself and the various environmental impacts.
The proposed South Lowestoft Relief Road would join the A1117 Bloodmoor Road in the south and Waveney Drive to the north. The road would then extend by existing road lines to London Road South and the bascule bridge. Traffic speed would be restricted to 30mph. The report gave details of each section of the road, including properties to be affected, traffic calming measures, bus lanes, noise abatement measures and planting. Drainage details had been approved by Anglian Water, and the new road would probably lead to a reduction in flood risk.
Petitions and letters of objection had been received, and these were outlined in the report. Late comments received by the County Council were relayed at the meeting. The Head of Planning felt that important matters still unresolved at the time of the site meeting had now been resolved or clarified. No scheme of this magnitude could ensure that everyone won and no-one lost in terms of impact, however the majority would benefit from this very necessary and long-overdue piece of Lowestoft's infrastructure which was vital to achieve a safe, clean environment for an extensive area and economic regeneration for a much wider area. Where negative impacts were inevitable, the proposals to mitigate these had been thought through very carefully.
The Head of Planning proposed that Suffolk County Council be recommended to approve the application, and set out a list of recommendations for the County to take into account during approval and implementation of the scheme. Members concurred with that view, but wished for another point to be added to that list regarding lighting of the footway and cycle paths crossing The Ham.
RESOLVED
That Suffolk County Council be informed that this Council raises no objection to the grant of planning permission to application W17416, subject to the following points being addressed during the approval and implementation of the scheme:- i) That all post-applications amendments are incorporated.
ii) That flexibility can permit further improvement, for example, if the South Quay Development can allow longer bus lanes along Horn Hill/Belvedere Road. iii) That the access to Belvedere Road Car Park is designed to prevent or inhibit right turns on exit into St John's Road. Traffic calm St John's Road if necessary to deter short cutting.
iv) Maximise noise attenuation for the off-line (new) section of the Relief Road within the cost constraints of the scheme and without unduly harming the local landscape or the free draining of the Kirkley Stream basin.
v) Ensure adequate maintenance of all surface water systems associated with the Relief Road to ensure optimum performance, so that the possibility of reduced flood risk can be given the best conditions in which to be achieved.
vi) Before implementation, it is essential to firmly establish a programme of planting, public open space provision, habitat re-creation (including Kirkley Water Meadow Project) and, crucially, to define clear responsibility for the future maintenance of all such land in the `corridor' which is not highway.
vii) Consideration of the provision of lighting along the foot and cycle paths crossing The Ham.
(Councillors Rodgers and Rose declared an interest in the above item and took no part in the debate, but did not leave the room).
