V28-183 : W9435/8 AND /9 - VACANT SITE AT COMMERCIAL ROAD, LOWESTOFT
Application for construction of retail foodstore with associated car parking and service area (two identical applications).
The report of the Head of Planning reminded members that the above application was deferred at the last meeting of the Panel for a site visit. The case for the application had been made in retail and employment terms, and the site visit had taken place in order to give members a thorough understanding of the traffic issues of the application. The report set out a proposal for a 1,160 square metre discount foodstore immediately behind the short line of shops, takeaway and amusements on the west side of Station Square. The building itself would be fairly simple with an oblong footprint and a height of eight metres to the ridge of the pitched roof, giving an impression of a low-rise building for its size. A single vehicular access originally envisaged for the centre of the frontage had been moved through negotiation to the east end of the site, further along Commercial Road, and deliveries would take place outside the opening hours of the store.
The Director of Community Services advised that the revised access position would necessitate limited changes to parking restrictions on the north side of the road to remove parked cars and allow additional road space. Traffic surveys would continue after approval. The Head of Planning recommended referral to The Executive with a recommendation of approval, subject to conditions.
Members were concerned that moving the entry to the east end of the site could exacerbate traffic problems, with people turning right out of the site blocking the road. They felt that not enough information had been given in support of the new access arrangements, and wished for further investigation to take place as to the best access position. RESOLVED
That consideration of applications W9435/8 and W9435/9 be deferred for further information on the best possible access arrangements for the site.
