V28-182 : W13215/9 - OAKLANDS RESIDENTIAL HOME, LOWESTOFT ROAD, REYDON

Application to construct 14 retirement dwellings, garages and associated access - Phase 2.

The report of the Head of Planning advised that a petition and nine other letters of objection had been received to the above application concerned with the two new vehicular accesses onto Covert Road. The site had planning permission for 21 retirement dwellings, all accessed off the existing access into the site from Lowestoft Road, but the present application omitted seven dwellings, increased garage provision and created two new entrances onto Covert Road.

The revised layout was considered to be a less intensive use of the site, and the Highway Authority had no objection provided conditions regarding gradients were met. The Council's Building Control Section had no concerns with regard to possible flooding as water should drain quickly through this sand and gravel based ground. The slope between the two properties would also not cause problems, and based on the above advice the Head of Planning recommended approval subject to the Highway Authority's recommendations and no adverse impact on the trees which were the subject of a Tree Preservation Order.

Before commencement of the debate Councillor Rose declared receipt of a letter and telephone calls from a resident of the area.

In accordance with Standing Order 45(3) a non-member of the Panel, Councillor Goldsmith, addressed the Panel and expressed concern over the gradients of the new accesses and between two properties, and also regarding surface water run-off.

Members felt that without seeing the site they could not appreciate the gradients which had been spoken of. They therefore wished for a site visit to be undertaken.

RESOLVED

That a site visit be held at the location of application W13215/9.
