V28-177 : BLACKSHORE, SOUTHWOLD - UNAUTHORISED TIPPING
The report of the Head of Planning concerned unauthorised tipping which had taken place on land at Blackshore throughout the Winter months, consisting of builders' rubble topped with road planings and, more recently, shingle. At an officers' site meeting in November 1999 it was explained that during the erection of the landing stages attention was drawn to the lack of stability of the foreshore and the opportunity was taken to reinforce it by acquiring hardcore, and that the road planings were being temporarily stored prior to being used on the Blackshore roadway. Excess material would be removed and top-soiled and seeded with appropriate grasses in the Spring.
However, tipping had continued and it was revealed that funding would have to be sought for the promised planting. From a site inspection on 4 May 2000 it was clear that tipping was still proceeding in a deliberate and organised manner, with the brick rubble being consolidated and later covered with shingle.
The Head of Planning felt the appearance of the unauthorised tipping was unacceptable at such a prominent location in the heart of Southwold Harbour and detracted from the character of the Conservation Area. The hard surfacing also created the potential for a very large number of cars to be parked in a position which would dominate the harbour area. The whole development ran contrary to the Council's objectives of preserving and enhancing the unique character and qualities of Southwold Harbour, but efforts to bring it within planning control had not been successful.
RESOLVED
That the matter of unauthorised tipping at Blackshore, Southwold, be referred to The Executive with a recommendation that the unauthorised tipping be removed and the land reinstated.
