HALESWORTH

Application for change of use to residential and listed building consent for change of use to residential.

The report of the Head of Planning concerned an application to convert the above building, currently used as a garage/store, to a two bedroomed dwelling. A site meeting had recently taken place. Two similar applications had been refused in 1990 and 1992 because of the structural condition of the building, backland development and road frontage. The proposals now included alterations to the access, with the provision of a verge and paved area to guide vehicles over to the left when exiting the site and improving visibility.

Conversion to residential use would involve some overlooking to the garden and rear aspect of the adjacent property to the west, and was likely to generate increased noise and activity. In terms of the principle of a backland dwelling, there were a number of similar examples which had worked well in Halesworth mainly on the basis of good design and use of materials. Government guidance was now more favourable to town centre development, and the Head of Planning recommended approval subject to a very high standard of design.

Members concurred with this view, but were concerned that the building must be re-built where necessary and not simply renovated, in order to keep out damp.

RESOLVED

That planning permission and listed building consent be granted to applications W13541/3 and W13541/4 respectively, subject to a very high standard of design, and re- building where renovation would not be sufficient.
