V28-170 : W17544 - 12 MEADOWLANDS, BLUNDESTON
Application for erection of shed for use as a cattery.
The report of the Head of Planning concerned an application to which six letters of objection had been received expressing concern relating to noise, attraction of vermin, smell, traffic etc. The application site was a detached bungalow at the end of a quiet residential cul-de- sac. It was proposed to erect a wooden shed in the eastern corner of the garden to be used as a cattery for no more than five cats.
The main concern was whether the proposal would adversely affect the amenities of nearby residents or the character of the area. The use would generate some additional traffic, but this could be controlled by a booking-in system to avoid people arriving at the same time. The Director of Housing and Environmental Services had confirmed there was unlikely to be a problem regarding smells and noise from the cats. The owner did not have any cats of her own, but could keep her own cats in this way.
It was considered that the use could operate without any undue impact on the surrounding residential properties, but in view of the concerns raised by residents the Head of Planning recommended that temporary permission be granted to enable monitoring and impact assessment.
RESOLVED
That planning permission be granted to application W17544, subject to a maximum number of five cats, and temporary for one year.
