Application for formation of new access drive and car park.

The report of the Head of Planning concerned the above distinguished building, previously a doctors' surgery, which the Development Control Committee had spent time considering ways of enlarging. An extension had previously been approved, and prospective tenants had looked at the building, but the applicants thought it prudent to cater for the whole potential of the site and put the car park at the back.

The proposal was considered premature, and it was felt wrong to dig up the green area at the rear until there was a firm tenant lined up. The applicants had agreed on a compromise whereby only the western half would be developed for the time being. Neighbours in Wingfield Street had objected to the original application, but were happy with the compromise.

The setting of the Listed Building would be better not surrounded by cars, and parking would therefore be preferred at the rear. Also a wider area of tarmac on the frontage would allow cars to be clear of the highway when passing. The Head of Planning recommended approval of the revised application following consultation.

RESOLVED

That the Head of Planning be given delegated authority to grant planning permission to an amended application W12686/18 limiting the area of car parking provided to the western half of the rear area, subject to no sustainable objection of substance emerging before the expiration of the consultation period.
