Application for demolition of 29 Smallgate and No's 5 and 6 Manor House Lane and formation of a car park, and conservation area consent for demolition of 29 Smallgate and No's 5 and 6 Manor House Lane.
The report of the Head of Planning advised that the existing buildings on the above site had been disused for some time, but Local Plan policy stated that permission for their removal should only be granted if they were proved to be beyond economic repair, incapable of economically viable use and of negligible value to the character of the Conservation Area. Whilst the former Co-op supermarket building met these criteria for demolition, the cottages on Manor House Lane did not, and should be retained. There was no information on boundary treatment, and if the proposal was simply to demolish the existing structures for car parking, this would not meet the requirements for enhancing the Conservation Area. This was a prominent and valuable location in the Town Centre which had been allowed to disintegrate. A suitable proposal for redevelopment would be welcomed. However, the above scheme conflicted with Local Plan policy and the Head of Planning recommended refusal.
RESOLVED
That planning permission and Conservation Area Consent be refused to applications W1703/4 and W1703/5 respectively.
