Outline application to construct a two storey dwelling.

The report of the Head of Planning advised that the above site originally formed part of the garden land serving "Cosmos", but had long since been segregated. The site was of a reasonable size and could easily accommodate a dwelling. The application was for outline consent for a two storey dwelling, but due to the close proximity of adjoining property it would be difficult to prevent loss of privacy to these properties from first floor windows. A single storey dwelling as originally permitted in June 1986 would be more appropriate. The applicants had indicated that, although preferring a two storey dwelling, they would accept a single storey if the Panel was minded to accept the application in this form.

Development of the site was considered acceptable in that existing residential amenity would be protected and access to the site was satisfactory. Approval of a single storey dwelling would be consistent with previous planning consents. The Head of Planning recommended approval of a single storey dwelling.

RESOLVED

That planning permission be refused to application W1410/10, and that the Head of Planning be given delegated authority to grant planning permission to an amended application for a single storey dwelling, and to agree all details.
