V28-152 : W7102/13 - BEACH FARM HOUSE, LONDON ROAD, LOWESTOFT

Application for storage of building materials - renewal of consent W7102/11.

The report of the Head of Planning set out the planning history to the above application, which had been originally granted on a temporary basis in 1978 and subsequently twice renewed for a temporary period. Following those renewals there had been three refusals and one dismissal on appeal. In February 2000 the Development Control Committee authorised the Chief Executive to seek an injunction and to take all pursuant action to prevent the continued existence of the unauthorised roofing contractors yard. A site meeting had recently taken place.

The site had a planning history relating to its use as a building material storage yard, but in recent years this use had been considered unacceptable on grounds of intrusiveness to nearby residential and holiday homes because of noise, dust and visual intrusion. The Highway Authority also raised concern in relation to the access onto the A12.

The applicant felt that planning decisions in recent years had changed the nature of the area, referring to the MacDonalds restaurant and proposed motel. However, it was still felt that the use was undesirable in this location and refusal was recommended.

Following the site meeting members felt that the use was at a lower level than had previously been the case, and there was not a huge amount of traffic entering and leaving the site. The restaurant and motel caused as much nuisance as the builders yard, but had been given permission. The materials stored were valuable and needed a secure site. For these reasons members were minded to approve the application, with the conditions that the level of usage should not increase above the current area used and type of materials stored.

RESOLVED

That the Head of Planning be given delegated authority to grant planning permission to application W7102/13, subject to limiting the nature and level of use of the site to that as existing.
