V28-105 : EXECUTIVE MINUTES
The minutes of the meeting of The Executive held on 15 June 2000 were brought to the Panel for members to have the opportunity to pick up on any matters they wished to enquire into, or wanted further expansion on.
Regarding item 2, concern had been expressed that there should be a female member of Personnel Panel B, which dealt with disciplinary appeals. The Chief Executive advised that the last meeting of The Executive had appointed Councillor Parr as a member of that Panel. Regarding item 7, members were concerned that The Executive may be considering referred planning applications without the same rigour as for the original determination by the Development Control Panel, and that where The Executive came to a different decision on an application, they should explain why they took a different view. They were concerned also about Development Control Panel members being able to substitute Councillors who would not have development control training or experience, and perhaps just because the substitute was interested in a particular item at the meeting.
The Chief Executive would bring a report to the next meeting setting out how these matters might be changed, and including a comparison of what procedures were in place before reorganisation and those in place now.
RESOLVED
1. That The Executive be requested to give reasons to Development Control Panel when not supporting the recommendations of the Panel on matters referred to them. 2. That the Chief Executive bring a report to the next meeting setting out how certain procedural matters regarding Development Control Panel, to which members had raised concern, might be changed, and including a comparison of what procedures were in place before reorganisation and those in place now
The meeting was concluded at 9.50pm.
