V28-102 : I&DeA SEMINAR ON THE SCRUTINY ROLE

The report of the Chief Executive consisted of a presentation by the Assistant Chief Executive on an I&DeA seminar which he had attended that focused on the Scrutiny role. Members considered the questions raised by the seminar, as follows:

(i) Should Scrutiny Panel have power to call in Executive decisions?
(ii) Should policy development, as distinct from policy review, be left to the Policy Panels? (iii) Should the Panel co-opt? If yes, who?
(iv) Does the Panel have any views about the officer support it should receive? (v) Does the Panel want training in deliberative skills?

Members answered two of the questions as follows:

(ii) Policy development should be the responsibility of the three Policy Panels. The Scrutiny Panel can only scrutinise policy if it is separate from it.

(iv) The Panel should have some say over which officers will work with it. This officer support must also be as independent as possible from the issues being considered by the Panel.

The remaining three questions would be deliberated upon by members before the next meeting, when responses to those would be forthcoming.

RESOLVED

That the report of the Chief Executive concerning the I&DeA Seminar on the Scrutiny Role be received, and that the Panel's response to two of the questions posed at the seminar be as follows:

(ii) Policy development should be the responsibility of the three Policy Panels.

(iv) The Panel should have some say over which officers will work with it. This officer support must also be as independent as possible from the issues being considered by the Panel.

the remaining three questions to be answered at the next meeting of the Panel.
