V27-879 : NON-DOMESTIC RATES 2000 REVALUATION - CONSULTATION PAPER - PROPOSED
TRANSITIONAL ARRANGEMENTS
The report of the Director of Central Services outlined the Government's proposals for the implementation of new rateable values for the assessment of non-domestic rate bills, based on open market rental values for April 1998, to take effect from 1 April 2000. The Government also proposed a transition scheme to phase in both increases and savings, to give businesses time to adjust to the increased bills. A consultation paper had been issued and views were sought by 4 November 1999.
It was proposed to write to all local non-domestic ratepayers in January 2000 to inform them of the revaluation and the appeal process and to warn against the use of unqualified consultants who promised to secure savings on rate bills.
RECOMMENDED
That any transitional relief scheme for the 2000 Revaluation be devised to bring into effect the full increases and decreases within the period of that valuation.
