Application for listed building consent for two storey extension.

The report of the Director of Planning and Building Control advised that South Lodge was a modest, mid twentieth century cottage within the grounds of Redisham Hall, a Grade II listed building, located approximately 130 metres from the main house. The cottage housed a key agricultural employee and consisted of three rooms plus kitchen, shower room and rear lobby on ground floor, with two bedrooms in the roof space. There was a need for additional accommodation and there was no suitable alternative immediately available on the estate. The applicant therefore wished to extend the existing dwelling to provide a double garage with utility and breakfast room to the rear downstairs with a third bedroom and bathroom upstairs.

This would require a new wing to the north east of the existing dwelling which would considerably alter the size and character of the building. The cottage was screened from the Hall by trees and outbuildings, so the proposals did not have a direct effect on the setting of the listed building. However, the scale of the extension exceeded the recommended acceptable maximum for a dwelling in the open countryside and should therefore be viewed as a proposal for a new dwelling.

Although sympathetic to the applicant's desire to improve the accommodation, this was not sufficient justification for overriding policy. Alternative solutions could be considered such as a smaller extension or conversion of one of the existing outbuildings. The Director recommended refusal.

Members were happy to delegate authority to the Director to negotiate and approve a more acceptable, smaller extension.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to grant listed building consent to application W12798/7, incorporating a smaller extension.
