V27-801 : PUBLIC ENTERTAINMENT LICENCES - EXTENSION OF PERMITTED HOURS ON
MILLENNIUM NEW YEAR'S EVE - 31 DECEMBER 1999
The report of the Chief Executive explained that the Government's Draft Deregulation (Millennium Licensing) Order 1999 amended the Licensing Act 1964 to allow on-licensed premises and registered clubs to sell alcohol without interruption from opening time on 31 December 1999 through to closing time on New Year's Day for the Millennium Eve only. The Chief Executive reported that he anticipated holders of on licences would also be looking for a similar extension of their Public Entertainment Licence (PEL). The Chief Executive circulated two lists, one showing premises in Waveney with an Annual PEL and a full justices on-licence, and the other showing those with an Annual PEL but no justices licence in force.
Owing to the anticipated demand and to speed up the process of approval, the Chief Executive asked members to approve an extension of hours to match the extension contained within the Deregulation Order for each of the premises which held an Annual PEL and full justices licence, as listed. The Chief Executive asked for delegated authority to approve on a case by case basis applications received from those premises on the second list, subject to receiving no objections from statutory consultees.
Prior to granting this extension consultation would take place with the Police, Fire Service and the Director of Housing and Environmental Services, and a Notice would be placed in the local press advertising the extension. Should there be any objection, the general approval would be rescinded and individual applications would be brought to the Panel. RESOLVED
1. That the Chief Executive be given delegated authority to issue a general extension to all those premises that hold an Annual Public Entertainment Licence, to match the hours set out in the Government's Draft Deregulation (Millennium Licensing) Order 1999, subject to no objections being received.
2. That the Chief Executive be given delegated authority to approve on a case by case basis applications for extensions of hours over the Millennium Eve received from those premises with an Annual Public Entertainment Licence but no justices licence, subject to no objections being received.
