V27-619 : W17280 - LAND OFF COLSTERDALE, CARLTON COLVILLE

Application for the erection of 17 dwellings and garages with associated roads and sewers.

The report of the Director of Planning and Building Control advised that the above site was identified in the Local Plan for housing allocation for approximately 15 dwellings, and was an extension of the existing estate.

A table summarising objections to the scheme was circulated, and these objections included concern at the proximity of the new houses. However, distances between new and existing properties would be within standards, and landscaping would be carried out.

The Director felt that the proposals complied with the Council's adopted standards and were therefore acceptable, subject to conditions and a Section 106 Agreement covering management of open space and with regard to financial contributions towards educational facilities and off-site play equipment.

Councillor Jermy advised that the Ward Councillor had sent him, as Chairman of the Committee, a note of concern that whilst the Local Plan had allocated the site for approximately 15 dwellings, the application was for 17, and he agreed with the Parish Council's view that the application would result in overdevelopment. However, the Director advised that 17 dwellings was still relatively low density.

Councillor Gower stated that he had met two of the objectors that afternoon, and asked questions regarding contribution towards education, surface water run-off, landfill gas and the fact that the layout of the development put new houses adjacent to existing bungalows, and new bungalows adjacent to existing houses. These queries were addressed, but members agreed that further negotiations should take place with the developer regarding rearranging the layout to put houses adjacent to houses and bungalows adjacent to bungalows.

RESOLVED

That consideration of application W17280 be deferred for further negotiations with the developers concerning rearrangement of the development to allow positioning of new bungalows adjacent to existing bungalows and new houses adjacent to existing houses.
