Application for change of use from residential to education/care use.

The report of the Director of Planning and Building Control concerned a proposal to use a detached bungalow, sited between a terrace of eight houses and Colville House Youth Club, as a pre-school nursery for a maximum of 16 children. There was no on site parking, but 30 minute waiting to the south of the site could cater for parent collecting needs, whilst negotiations were taking place to allow the applicants to use part of the Youth Club car park.

The use would employ two people. The occupiers of the adjacent house had objected on the grounds of noise generated, but this could be addressed by the erection of a timber fence along the part of the joint boundary where children would play. The Director recommended approval subject to this and a maximum of 12 pupils, as advised by Social Services.

RESOLVED

That planning permission be granted to application W17311, subject to a maximum of 12 pupils, defining of the area of garden to be used and appropriate boundary fencing.
