Application for two storey extension and change of use to care home.
The report of the Director of Planning and Building Control outlined concerns raised by the owner of a new house built immediately to the east regarding overlooking, and by agents for the mobile home park to the south whether there was adequate on-site parking and safe access, and regarding security if the category of persons receiving care was to include young offenders. The minutes of a recent site visit had been circulated in a supplementary agenda. The extension could be constructed as domestic accommodation at any time as the consent still existed. However, the 10 bedroom care home was a more intensive use, and the Director questioned whether the small remaining piece of garden would be adequate. Impact on the house to the west could be reduced by boundary screening and/or partial frosting of upstairs windows. The nearest mobile home to the rear would be affected in the same manner whatever use the extension was put to.
Parking could only be provided for three cars via the western access and one via the eastern access. Considering likely staff and visitor car parking requirements, the restricted visibility on exit and the cramped plot for the proposed building, approval would be hard to justify, and the Director recommended refusal.
RESOLVED
That planning permission be refused to application W8119/26.
