V27-595 : W18/22 - SALVESEN FOOD SERVICES, MOBBS WAY, OULTON

Application to increase roof height of part of existing food processing area.

The report of the Director of Planning and Building Control informed members that the above application was effectively to move the local pea processing operation from the Birds Eye site on Whapload Road to Salvesens. A site visit had recently taken place and the minutes circulated on the supplementary agenda.

Concern had been raised by 15 households to the north regarding landscape impact of height increase, noise levels, and screening. The Director displayed details from a traffic impact assessment, from which a Section 106 Agreement on lorry routing was suggested. A noise monitoring survey had been carried out by the Director of Housing and Environmental Services and found the existing noise level to be just 55 decibels.

The Director felt this was an important proposal to keep pea processing in Lowestoft. The proposal could not be fully judged until traffic, noise and smell impacts were known, but the industrial estate was long-established and purpose-built. The Director recommended approval subject to the result of the impact surveys.

RESOLVED

That the Director of Planning and Building Control be given delegated authority to grant planning permission to application W18/22, subject to continued Environmental Health monitoring of noise and smell to ensure local impacts to reasonable levels, and a Section 106 Agreement on heavy goods vehicle traffic management.
