V27-593 : W188/17 - TRAVIS PERKINS REAR YARD, FEN LANE, BECCLES
Application for change of use from builders merchant yard to haulage yard. The report of the Director of Planning and Building Control outlined nine responses from neighbours objecting to the above change of use concerning road access, surface flooding, subsidence and over-use, loss of house value and conflict with residents, tourists and the historic conservation elements of the area. The Town Council recommended refusal due to the access being hazardous for traffic and residents. The Highways Agency recommended refusal due to narrow roads and inadequate visibility, and the Environment Agency felt the area could be at risk from flooding.
Although sympathetic to the applicant's need to find an alternative site from which to operate his haulage business, the Director felt the site was not appropriate for the purpose and would result in serious disturbance from noise, vibration and pollution as well as being unacceptable for reasons of road safety and risk of flooding. He recommended refusal. Members were also sympathetic to the applicant's need and the Director was asked to consult with the Head of Economic Development regarding the possibility of a report to Policy and Resources Committee on the need for purpose built sites serving one or more firms to be included on any suitable industrial development in the future. RESOLVED
That planning permission be refused to application W188/17.
